What does it mean to the final budget?

Right now, the city of Belleville has approved 7 million dollars which will be set aside for the library fund and now with the contributions from the federal and provincial governments, the total available funding for the project is now 9.8 million. While this total is substantial, the current cost of the project is unknown. "We still don't know what the final cost will be" says Mayor Sills.
